It's a new, low cost robotic arm developed by researchers at the University of California at Berkeley.  They've designed it to be an inexpensive but powerful platform for Artificial Intelligence and robot experimentation.

The purpose is to advance AI-enabled robots that can easily adapt to changes in their work environment.  Most industrial robots are powerful and precise through meticulous programming and don't easily adapt to changing circumstances.
